ZATCA Phase 1 vs Phase 2
Saudi e-invoicing is implemented in two broad phases. Phase 1 focuses on generating and storing compliant electronic invoices. Phase 2 adds integration with ZATCA and is introduced to taxpayer groups in waves.

What Phase 1 means
Phase 1 is commonly called the Generation Phase. Covered taxpayers stopped relying on handwritten invoices and ordinary text-editing documents and moved to electronic solutions capable of producing the required invoice fields and maintaining controlled records.
What Phase 2 adds
Phase 2 is the Integration Phase. It is not one universal date for every business. ZATCA identifies taxpayer waves and provides notice. Businesses in scope need a solution prepared for the technical specifications, required structured data and the applicable clearance or reporting workflow.
Clearance and reporting are different
Different document types can follow different transmission workflows. Businesses should not assume that creating a PDF or a basic QR means the invoice has been cleared or reported to ZATCA.
Preparation checklist
- Confirm whether ZATCA has notified your business about an integration wave.
- Review seller, buyer, VAT and invoice master data.
- Check invoice sequencing, audit logs and access controls.
- Confirm XML, security and integration support with your solution provider.
- Test the applicable document workflows before production.
- Maintain a fallback and business-continuity procedure.
